Brief about achievements of the Confederation under leadership of Dr. Udit Raj

In 1997, five anti-reservation orders were issued on 30th January, 2nd July, 22nd July, 13th August and 29th August respectively. To get them withdrawn, All India Confederation of SC/ST Organizations was established. The first rally under its banner was held on 26th November, 1997, the second on 16th November, 1998, the third on 13th December, 1999 and the fourth on 11th December, 2000 in Delhi. This rally created a wave of movement in the whole country and the government also bowed down.

Due to this effective movement of the Confederation, the anti-reservation orders were withdrawn. In this way, the loss of reservation in government services was avoided but on the other hand, due to privatization and liberalization, it started ending. Around 2000, about 40 lakh Dalit and tribal employees and officers were working in the Central Government and State Governments, but now that number would have decreased to almost half. Now, without reservation, society's participation in the private sector will not be sustained. The upliftment that has happened through reservation in government jobs cannot be done through any other scheme. 131 MPs are elected to the Parliament through reservation, which means upliftment of 131 families. There are 28 states in the country, in which a total of 4109 MLAs are elected. In proportion to the quota, about 900 MLAs will be elected, which means the benefit of the same number of families. At present, about 27 lakh employees and officers are in government service; hence so many families will get respect and economic progress. Now most of the jobs are being created in the private sector, hence it will not be an exaggeration to name this new struggle as the second freedom struggle. When Dalits and tribals will enter the private sector through jobs, they will also know the way to do business. It is true that the one who does business will rule. Our history is so full of struggle and results that perhaps no other movement can compete with it.

Due to the 81st constitutional amendment, a new section 16 (4B) was added to the constitution, which resumed recruitment to the vacant posts (backlog posts). According to this order of 29th August 1997, recruitment to backlog posts could not be done because the Supreme Court had banned recruitments with more than 50% reservation. This benefited lakhs of people and unemployed people also got jobs. There should be no misconception that this fight was only for Dalit employees. Due to the 82nd constitutional amendment, necessary changes were made in section 335 of the constitution, which resulted in withdrawal of the anti-reservation order of 22nd July 1997. According to this order, the relaxation given in evaluation in departmental examinations was withdrawn. For example, before this, Dalit inspectors in the Income Tax Department used to pass the Income Tax Officer examination easily and used to stand in the queue more than the general category for promotion to higher posts. Until this order was repealed, it was necessary to search in the departments as to how many Dalit employees had passed the examination for promotion. The 85th constitutional amendment was made because the anti-reservation order of 30th January 1997 deprived dalit employees and officers of the benefit of seniority and other benefits associated with it. Thousands of employees in the railway department started getting demoted. There was an uproar in other states including Haryana and Punjab. Except where Manuvadi bureaucracy is dominant and dalit movement is weak, the benefit of seniority started being given again at other places. Apart from this, reservation law was made in Maharashtra and Jammu and Kashmir due to the efforts of our own movement.

Two anti-reservation orders are yet to be withdrawn. On 2nd July 1997, a new roster system based on posts was implemented. According to this, it was said that dalit employees will be appointed or promoted at the same place which is their reserved point (roster point). The old roster was of 40 points, in which dalit was recruited at the first point and tribals at the fourth point. By removing this, Dalits will be recruited in the new roster at the seventh and 14th point. In this way, if there are five or six posts in a department, then not a single Dalit will be recruited. If there are 13 recruitments, then only one Dalit will be recruited.

On 16th November 1992, in the Mandal Judgment, the Supreme Court had said that Dalits should not get reservation in promotion. To remove this anomaly, the 77th Constitutional Amendment was made in June 1995. The language of the amendment clearly states that reservation in promotion should be given at every post and level. On 13th August 1997, when the Department of Personnel and Training issued an office memorandum in this regard, it was said that reservation in promotion will continue as at present. Therefore, reservation in promotion will be available only up to the lower level, as it was earlier. If the amendment is implemented properly, then senior officers like IAS, IPS, IRS, doctors, engineers etc. will get quick promotions and reach top posts in their respective departments, like department head, secretary to the Government of India, chairman or member of the Railway Board etc. Supreme Court judges also indirectly incited the organizations and leaders of the general category against these constitutional amendments, so that they can file petitions in the Supreme Court against the three amendments in maximum numbers. I was surprised when these petitions were being heard in the Supreme Court, I saw that hundreds of petitions were filed on behalf of employees and officers of the general category and big lawyers were pleading on their behalf. On the other hand, we were the only ones pleading, so I felt sad that how selfish the Dalit employees are. In conscious and unconscious state, they think that someone or the other is already fighting for them, so what is the need for them to come forward? Almost everyone starts thinking like this, the result is that no one comes forward. Secondly, there is so much misunderstanding and ego in them that by celebrating Ambedkar Jayanti in the department or doing other small tasks, they assume that they have done a big job.

On November 4, 2001, lakhs of people took initiation into Buddhism under the banner of the Parisangh itself. The intention was that ten lakh people would gather in Delhi's Ramlila Maidan and announce a great cultural change. The government of that time not only cancelled the permission of Ramlila ground but also used police force to intimidate the participants of the initiation. The fight for respect will not be completed by just saying it unless people's thoughts are changed through cultural change. The major work of ideological change was done by us and those who gave the slogan for the struggle for respect and honour and got the support of lakhs of employees and officers with body, mind and money, did nothing except fooling them. People become slaves of thoughts. Slave mentality cannot be eradicated without changing the thoughts. Whether it is the case of Jhajjar or other cases of oppression, we are the ones who fight on them. Has anyone ever cornered the Supreme Court? We did this daring task on 10th August, 1998. We were criticised for forming a political party. If we did, it was only to support the issues of the Confederation. Some things are possible from a political party and some from a social platform. I did not know the tricks to run a political party like casteism, use of black money etc. Therefore, the Indian Justice Party had to be disbanded. On the other hand, there was so much propaganda by the so-called Ambedkarites that the party could not get the required support. When issues like reservation did not seem to be raised in the Parliament, I joined the Bharatiya Janata Party in 2014 so that I could reach the Parliament. Finally, I reached the Parliament and while being an MP, the number of major issues I raised on reservation and Dalit issues may not have been raised by all the Dalit MPs put together. Anyone who has doubts can get information from the National Office or the Parliament website. The BJP got upset with the issues raised in the Parliament fearlessly, that is why in 2019, when I was not given a Lok Sabha ticket and they talked about sending me to the Rajya Sabha or accommodating me elsewhere, I left the BJP and joined the Congress.

When Anna Hazare started the movement to form the Lokpal in 2011, the whole country came under pressure and the Confederation was the only one that challenged whether Dalits, backward and minorities will also get a place in the Lokpal? According to the demand at that time, the proceedings of the Parliament, Supreme Court, Prime Minister and CBI should all come under the Lokpal. When we raised the issue of reservation in the Lokpal Bill, Anna Hazare and Arvind Kejriwal lost interest in making it. Let us assume that if the Confederation had not raised its voice, the Lokpal would have been made. Then the Lokpal would have sat above the Constitution and the condition of women, Dalits and backward people in this country would have worsened. We made the Bahujan Lokpal Bill and demanded reservation and this demand was also fulfilled.

Casteism and sub-casteism have increased among Dalits due to selfishness, due to which our power has been fragmented. Reservation is being destroyed through outsourcing, contracting and disinvestment. I have already introduced a private member bill in Parliament for reservation in the private sector. It is through reservation in politics and government jobs that Dalits have gained social and economic prestige. Where there is no reservation, such as media, industry, art and culture, higher education, higher judiciary, import-export, high-tech, etc., Dalits have not made any progress even today. In America, blacks and natives are getting reservation in the private sector. There, the government has made them industrialists and businessmen by purchasing goods and products from them. To get this right, big sacrifices will have to be made. People come and go to power, which is temporary. Due to privatization and globalization, education, jobs and wealth have all gone into private hands. Thousands of billionaires have been born. Every day billionaires and trillionaires are being born and they have also controlled politics with the power of their black money. The so-called upper castes have become the owners of big malls, expensive cars and houses and business worth lakhs and crores of rupees. When we look at big cities like Delhi and Mumbai, it does not seem that Dalits and backward classes have any participation. Sometimes it seems as if this is not our country. Because they have completely captured the economic, educational and political power. A few years ago, the situation was at least a little better, when the children of the landlord and the labourer working on his farm used to study in the same government school. Privatisation has created a huge gap in facilities and rights.

When the President of the country was not a Dalit or a tribal, there was a discussion that once a Dalit or a tribal becomes the President, it is possible that some change may happen. The same thing was said about the Chief Justice. Even though the President and the Chief Justice were from the Dalit community, there was no significant change. Ms Mayawati has become the Chief Minister of the largest state four times, so could she get reservation in the private sector? Even if a Dalit becomes the Prime Minister, it is not necessary that such a big permanent right is obtained. It is possible that he may work less than others, because there are many compulsions of remaining in power. When we start a movement for this across the country, every party will bow down in the greed of votes and one day this right will be achieved. The slogan of attaining respect and political power created a lot of attraction and showed big dreams. People made many sacrifices. It is possible that our slogan may not show big dreams, but our fight is no less than achieving political power. Dr. Ambedkar lived at 26, Alipur Road, Delhi. While living here, he wrote the book 'Buddha and his Dhamma' and struggled a lot and it was here that he attained Nirvana on 6 December 1956. After a lot of struggle, the Government of India bought it in 2003 and declared it a national monument. By forming Dr. Ambedkar Parinirvanabhoomi Samman Karyakram Samiti, a movement was started to give it the status equal to Gandhi Samadhi and it was successful. Apart from the above, our struggle will continue for reservation in judiciary, timely promotion to sanitation workers, making reservation law and including it in the 9th Schedule, equal and compulsory education, establishment of egalitarian society and getting the benefit of reservation to Dalits who came to the state government services after 1950, etc. It doesn't cost much to say and speak, but to get the above rights, we will have to struggle hard. The organization's branches will have to be made in blocks and villages. Membership campaign will have to be run on a war footing. Something should be learnt from the upper castes. Hundreds of unmarried and highly educated people are engaged in promoting the Sangh. Retired employees and officers are handling various organizations of the Sangh Parivar. No conflict is ever heard for name and fame. Many of our retired employees and officers are neither able to take nor give benefits from the society due to ego or petty thinking. We should be even more dedicated to the exploited society. Training camps should be organized at various places and such missionaries should be prepared who can transform the society. It is expected that the confederation will get hundreds and thousands of missionaries and dedicated leaders and workers, which will create a new society. Now the time of social media has come and it has become easier to fight the ideological battle. Newspapers and channels do not show our news, but the advent of social media has given us a good opportunity. Millions and crores of people can be connected through Twitter, Facebook, Whatsapp, email. We have decided that we will take the message of the All India Confederation of SC/ST Organisations to every village. Social media should be used not only for entertainment but also for social transformation.

Those who are Ambedkarites generally believe in Lord Buddha. Lord Buddha had said that one should not believe that which does not stand the test. He had even said that his words should not be believed until they stand the test. This is for those friends who keep criticizing the sacrifices of the comrades of the All India Confederation of SC/ST Organizations without knowing them. I was criticized a lot for why I joined the Bharatiya Janata Party? Did I go there to flatter? Or did I fulfill my own selfish motives? Baba Saheb Dr. Ambedkar kept cursing the Congress all his life. After the Indo-Pak partition, when his membership of the Constituent Assembly ended, the Congress got its Maharashtra minister People Jakar to resign and elected Baba Saheb from there and sent him to the Constituent Assembly. After that Baba Saheb not only got the opportunity to become the Law Minister but also became the Chairman of the Constituent Assembly. If he did everything for the society by joining Congress, then how was it wrong if I joined the Bharatiya Janata Party and fought for the society? And now, while being in Congress, I am raising the issues of Dalits, backwards, minorities and tribals, then how is that wrong?
